What are the individual hole handicaps used for?

So hole 1 at home course white tee is 335a par 4 with 8 handicap.

The hole by hole handicaps are for match play and any games that are based on a net score for a hole (like net skins).

On your example, anyone with a course handicap of 8 or higher would get a stroke on the hole. Anyone with 7 or less would not get a stroke.
 
So it will not affect my handicap if just playing regular round. I put the stats into oob golf and some how they got all messed up. I checked and double checked some of them got doubled. So now hole one is 15a instead of 8.
 
Most courses use it to judge the relative difficulty of the hole. My home course redid the handicaps a few years ago by having all the members turn in scorecards and take the average score in relation to par for every hole, then make the toughest the one and easiest the 18 handicap, and everything in between.

For something like a golf league in match play format, if one golfer is a six and the other is a nine, the nine will get a stroke on the holes with handicaps of one, two, and three.
