Should I get a handicap?

It's well worth it. It gives you a measuring stick on how your game is improving and something to aim for.

Okay, I'll bite...how is it different from the Euro one?

You input your own scores, out of competition, you can therefore choose not to input certain scores. You can cheat on the card. Here we have to play under tournament conditions and our handicaps start at 36, for every stableford point over 36 you go down 0,5, then 0,4, 0,3,0,2 and 0,1 as we'll as rising by 0,1 if you score less than the neutral zone. This makes it harder to cheat and also harder to get your handicap low, thus raising the bar to be 'a better player'.

I plan on getting one now just don't know if it'll be official. The only tournaments I'd enter are little tournaments here at my home course are they are just charity events that my boss is in (he is kind of a mini celebrity in our small city) and I don't think I need an official one.
 
I don't believe it's necessary. It can be useful for tracking progress, but not a necessity.
