Can .370 tips be re sized to fit a .355 head?

Not if they are steel, it is possible (although not recommended) with graphite shafts.
 
I have done it on a few graphite shafts. Not too difficult. And as the above poster mentioned, not with steel.

Depends on tip thickness. It may not sound like a lot of material, but there is where all the stress is at. I'd sell the shaft and buy the right one.
