Don’t see a reason to carry a mini-driver unless:
1. You hit it well off the deck
OR
2. You have the driver yips
Off the deck, I hit a normal 3w much better than a mini-driver. If I‘m only going to hit it off the tee, I’d much rather have a 43” high lofted driver.
Dress codes accomplish nothing in terms of improving etiquette.

Irons. Wedges, more specifically. Hopefully, I can hit a green from 100 yards this year. Hit an absolutely pathetic 39% of greens from 100-125 last year.
Depends on how poor of a fit your current clubs are.
If you're playing clubs from post-2010 and have a half-decent fit, I think you would be lucky to get more than a 1 stroke improvement from new equipment.
1a. I'd only have one type of hazard - lateral (red) makes the most sense.
1b. If 1a isn't gonna happen, the local rule for lost ball / OB should just be a straight up regular rule of golf.
I'll also say that it's really easy to design a course where the Texas wedge cannot be used. If you want to test people's chipping skills, just surround the green with rough and/or bunkers.
Even if we ignore the question of why this rule is needed, what constitutes a putt? I'm presuming you'd be fine with making a putting stroke with a fairway wood from off the green. If I have a 34-inch fairway wood with very little loft, is that a fairway wood or a putter? Seems like it would be...
