Assigning penaltys on Par 3s?

Some are including their penalty stroke percentages in a current thread on FW% and it got me wondering. Do the big data tracking services assign P3 penalties as 'off the tee' or as 'approach shot' penalties? I've always catagorized mine as approach penaltyies which leads me to believe I'm better than average eliminating them off the tee but maybe I'm just doing it wrong.
 
My thinking is it should be a tee shot since you can’t tee up your approach shots, nor are you guaranteed a (relatively) flat stance/lie on approach shots.
 
In Shot Scope a Par 3 tee shot is considered an Approach shot from the Tee lie, which IMO is how I would want it.
 
I’m count par 3 tee shots as tee shots.

I honestly never thought about it, but my stats were based on Shot Scope, so apparently they consider par 3s approach shots which means I'm blowing driver OB more than I'd like.
 
Every app I know of considers par 3 tee shots "approach" shots. PGA/LPGA strokes gained stats also count par 3 tee shots as "approach".
