If you could put together a beginner set, what would you put in? I see these sets at the stores and cringe. I think they put in the wrong clubs and lofts.

My choice (for men):

Driver 12* draw bias
Wood 18*
Hybrid 24*
8i
9i
SW
blade putter
stand bag

I might would take out the wood and put in another hybrid. Woods were very hard for me when I started.

I'd put in a 5iron, 7iron, PW and a putter. That's what I learnt to play with and it's exactly how my son will learn to play when he's a little older. A driver is a difficult thing for a beginner to hit even with a massive draw bias. Woods and hybrids, keep 'em. Learn to hit irons and learn to hit a variety of shots with them, once you've got them worked out then work your way up to a hybrid, then a 3 or 4wood, then finally a driver.

3W 5W 3, 5, 7, 9, PW, SW and putter. Worked for me.

12-13 degree driver,
5 wood,
24 degree hybrid,
5,7,9, irons
56 degree wedge,
putter

I am a new golfer, and have a full bag, but my recommendations are:

3W
4H
7i-PW
SW
Putter

5w
4hybrid, 7,9,PW,SW putter.
Could add a club to fill the gap between the 4hybrid and the 7 iron, but trying to keep it simple. My first bag was driver,3w,5w, 3i,5i,7i,9i,PW putter. I think the PW was 51*.
