Cheapest gear to regrip your own clubs

I use this to remove the grip -- it is very easy - and for me much better than cutting it off. Amazon for $14.00 easy to use. and if for some reason you want to reuse the grip - this does not damage it. I would stay away from air removal - as it can severely damage Graphite shafts if not careful. Graphite does not like to have outward pressure which is what the air method does -- and it can crack the shaft.

Everyone pretty much covered it. You can do it with simple tools and a simple setup. Nicer stuff makes it easier and quicker though.
 
As others have said, just a roll of grip tape, some mineral spirits and a blade to cut off old grips is all that is needed.

He has a number of regrip video's. I use the air method. Once you do it the first time, re-grips are very easy, "blow-off, blow-on, done".

It doesn’t have to be complicated.
Same. The only time it gets a bit dicey for me is with certain putter grips. Otherwise, it works just fine.

I have one of these too and have used it hundreds of times. Best money spent IMO beside the shaft quick clamp
