Does anyone know if there is a website where someone can just buy a Driver head? I really like the shaft in my current driver and would like to keep it and just buy a new head. I've seen some Callaway heads for sale, but I'm wanting a R9 head but cant seem to find one.

It might be just as easy to buy the head you want, shaft in it or not. You could always just pull the shaft that is there and put in yours. You won't save much finding one without a shaft. A stock shaft R9 will probably be about the same price as you could find one without a shaft. There will be a much larger selection as well.
