Well, that would be collusion. I haven't read any legal action for collusion other than your post.I believe specific examples were mentioned in the initial lawsuit brought by LIV just prior to the FedEx Cup start, and the PGA pressuring others, including the Majors, was discussed in an article on ESPN by senior writer Mark Schlabach.

I'm not laughing at the athlete, I'm laughing at the person. There are many athletes who are garbage human beings. Physical skill didn't equate to being a good person.If you have had any epic failures in golf at a respectable level, much less one of that magnitude, you probably aren’t laughing.
Seems foolish to mock or laugh at any athlete who failed while trying to achieve something that most have no shot at. I would rather have the ability and fail, than to simply not have that ability at all.

The PGA just made the world know about it faster.The PGA definitely has turned Norman into the villain over the last several decades that date back to when Norman wanted to start a world golf tour and then Fichem/PGA used their power and influence to block it from happening, then stole the idea to create the WGCs. Not what I would call ethical or respectable. Monahan tried to do the exact same with LIV as Finchem to block Norman's world tour, but this time it was not successful. To me, Finchem and Monahan are much more dishonest than Norman.
