What makes a putter shaft a putter shaft?

Is it because it’s in a putter or is there something special I’m missing? Talking steel shafted putters. Not stroke lab or the “fancy” stuff.
 
It’s attached to a putter. You can use any shaft but typically the generic shafts are just poorer quality while the iron shaft are built to better tolerances and built for nearly 100g lighter heads.
 
Beats me. My newest graphite putter shaft cost me $40 and feels no different from my Stroke Lab, or the steel shaft that I replaced, as far as I can tell.
 
I’ve been kicking around the idea of putting graphite in an Anser 2 to get the SW up a bit.
