They are, yes. Because it is just a ticket broker website, the ticket holder can set whatever price they want. Thus why you’re seeing the variances in cost.
Yes, All are general admission to grounds. They have a ballot system just like the Masters and winners get tickets. Actual cost is like $60. If dying to go I'd just go and get tix when get there I'm sure people will be selling them and for far less than what is shown.
