Worth it to go to the driving range in the cold?

No for me. The only time I’m going to the range in 4 weather is if it had heated bays.

100% worth it anytime you x[can hit balls cold or not it is worth it.

For me, it depends on a few factors.......
1. How bad to I need to / want to practice? This time of year, the desire is much greater than in say December or January!
2. Is there a HEATED range available? We have a couple in our area, so if it's 40, a heated range isn't bad....sometimes you can even practice without a jacket!
3. Drawback: At most heated ranges, I have to hit off mats, not grass.....not ideal for a traditionalist like me, but better than no practice at all....
4. These days, there are also indoor ranges, with Trackman, etc. available. Those are fine, but you can't see "the ball in the air," which to me is important.

As long as it also feels like 40 degrees, I'll go to the range or play. If it's 40 degrees with a stiff wind that makes it feel like the low 30s, I'll pass. I would need too many layers to remain warm, which would impede my ability to make a proper swing.
