    I don't think a hazard can be unfair. I have played in that type and I tend to e a bit careful with high wedges to tucked pins as that is guaranteed fried egg if short, but other than that not an issue.

    My thought is that as long as everybody playing is hitting from the same sand there's nothing "unfair" about it. It might be infuriating, ridiculous, and a stupid decision for a course to make, but it's not unfair.

    As long as the sand is consistent then in isn't "unfair". However, if it is "dirt" in some bunkers as opposed to "sand" then that may be considered unfair.
