Range balls v. Tour quality balls

Could anyone provide an educated guess regarding the difference in ball speed between an average to good condition range ball as compared to a tour quality ball, such as Pro V1, Callaway ChromeSoft, etc?
 
I found this doing a Google search. It supposedly was a club pro hitting the balls.

On my range (Rock Flites), I noticed up to a 20% loss of carry distance between premium balls and range balls, depending on the physical condition and temperature. Old worn out balls + near freezing = ball goes nope

During summer months, I'll typically see up to a 10% dropoff.
 
I tested some on Flight Scope at my range and saw a loss of 10 or more MPH on driver, a little less on 3 wood and long irons, and almost none on irons and wedges.
