An argument can be, and has already been, made that the local putting conditions at ANGC are unusual.

I voted for take it out because this rule wasn't intended for professional golf (imo, I could be way off; it wouldn't be the first time), but I think that they have to allow the new rule to stand if I correctly understand the local rule rule that gmiller posted earlier.

Side note: I can't wait to see how many new rules I break this weekend in my first rounds of 2019.
