It's all about the individual personalities and who meshes with who. Index is a secondary factor. I'd go 4/16 If the 4 can keep the 16 calm, positive, and moving the ball forward. If the 16 is nervous about playing with a "better" player, then I'd put him with either of the other two.

Im typically one who hates high/low pairings. Too much can go wrong in the 4/16 pairing and even being as skilled as a 4, thats an awful lot to carry especially around the greens. I would probably put the 4 with the 13 and count on that as a win and then hope the 12 and 16 pop someone to death haha

I'm pairing the 12 with the 16. A balanced player taking advantage of occasional bombs in a shamble format is dangerous. Plus, if those bombs go off early and get taken advantage of, confidence goes up and you get even better play from your bomber.
The 13 and the 4 are like a ham & egg deluxe. A good, consistent putter will smooth out a 13 and give him way more confidence.

I'd pair 4 with 16 and the 12 with 13.
I think that gives both pairs the best chance of success.

I like "4: Good putter, but short off the tee" with "13: balanced"; the 4 here could help within any pairing but I like him with the 13; this should be a solid 'you can count on' pairing.
The "16: Struggles with wildness, but long" paired with "12: balanced" is a great 'pop' pairing in my opinion and these two could easily help each other without too much pressure.
