Improving A Drop Area Before The Drop

I was watching a player take relief in pine straw. Before dropping much of the debris was removed from the drop area.
So much so, that I thought to myself, "Why doesn't he get a rake out of the bunker?", "Is that fair?", and most importantly because I was ignorant, "What are the rules?"

I don't mind if tree branches, pine cones, or other natural debris is cleared out before a drop. But when is enough, enough? I want to know before I start packing around my weed eater.
 
I watched DJ do this a few weeks ago. Apparently it's OK to move "debris" such as mulch, pine straw, etc. BEFORE you drop nowadays. I guess this is to help speed up play too! LOL :act-up:
