Non-conforming Groove Vokeys... Just a Pro thing?

Can I use my Vokeys in handicap rounds that were ruled to be non-conforming in, I think, 2010? Or is this just a pro tour thing?
 
January 2024 -- If the USGA approves of the direction the new groove rule is taking. This is the first possible date that golfers will need to have the new grooves to post scores for handicap purposes.
 
I'm trying to remember correctly, I believe there is a grace period where the grooves for ok for recreational play but not allowed in sanctioned tournaments (pro tours, state tournaments, local qualifiers, etc).
