I missed something...how come Hoffman got a freebie?

I think he was on the 18th hole next to the green, and he was allowed to pick and place the ball, I couldn't see that there would have been any sprinklers or any reason for this to be allowed.

They were lift clean and place. So much rain down there.

I didn't see the shot, but if it was in the fairway, they were likely playing lift/clean/place because of the soggy conditions.
