To get a driving iron built that is the length of a 4 iron but with a 2 iron head ?

Sure. You can make it whatever length you want.
You might have to tinker with swing weight.
And if you want to get some speed back from the loss of length, you may need to add some weight to the head.
 
So I bag a SZ 4i that is shorter than my Hogan set 4i. Yet it’s so much more a driving iron FW option than standard iron.

So yes you can get anything built and fit a distance gap.
 
Sure, you can build to whatever length you’d like. I just reshafted my Srixon driving iron and cut it down 1/4” shorter than standard to fit better with my set.
 
I’m quite sure you can get just about anything you want to pay for. Is it worth it? Only you will know. ;)
 
Of course you can :) my 4i is my driving iron and it’s a full inch shorter than normal. No reason you couldn’t cut down a 2i

I had a 1 iron cut to a 3 iron length. Loved it...now, there us no way I could hit it
