Ryan Christopher Smallwood was arrested Saturday after a police officer at a South Carolina Waffle House noticed Smallwood was not wearing any pants.
Rock Hill Police said Smallwood, 26, was sitting in a booth "flipping the bird" at another customer. When an officer went to investigate, he noticed that the suspect had his pants down around his ankles. KFOR reports that his boxers were still in place.
The Rock Hill Herald reports:

The officer ordered Smallwood to pull up his pants, warning him that any further inappropriate behavior would result in police asking him to leave the Waffle House, the report states. Smallwood pulled his pants back up and the officer walked back across the restaurant. Not much time later, the officer overheard Smallwood talking about his privates to two other people sitting at the bar.

The officer told Smallwood to knock it off, saying that he'd arrest him if he didn't. Smallwood then allegedly became argumentative and claimed he'd done nothing wrong. He was arrested and charged with public disorderly conduct.
