My list would mostly just be singers of bands that I like, who are all first rate but might not be "all time" great. My own opinion of a genuine #1 of all time would probably have to be Steve Perry.

I'm surprised Pat Benatar hasn't made anyone's list.

Hard to leave Pat Benatar off for sure, she's a great singer.
 
I would be remiss to not mention Jim Morrison.
And James Dewars ( Robin Trower)
I was never a big Morrison fan, but James Dewar was so underappreciated.

James Hetfield (nothing impressive about his range or his voice but he sang the soundtrack of my life)
Janis Joplin (not sure I've ever seen a singer emote more through their singing.....ever)

Surprised that I'm the only one that has listed Deep Purple's Ian Gillan (unless I missed it). I always felt that he set the stage for the big voices with incredible range that became so prominent in hard rock and metal.

Tom Keifer quite possibly the most underrated rock guitarist ever as well. Really wanted to put him on my list…

No mentions of Ritchie Kotzen. Great pipes, I don't know how many octaves his range is but its wide...., and he wields a good axe as well.

Finally somebody mentioned Phil Anselmo! Klaus Meine is a solid choice too. Halford is one of the best metal voices ever, and he's still bringing it hard in his 70s!

If I would have gone much further, George Michael would have definitely come up. After Freddie Mercury, he probably exuded the most passion in his performances.

I wasn't sure George Michael met the "rock" category (although to be fair, some of my other choices probably didn't either), but he had an amazing voice. Faith is still up there among my all-time favorite albums.
