I also thought we might see a twist later in the show but I'm not so sure. I wouldn't be surprised if there wasn't one...then again if he appears alive in the last episode I wouldn't be surprised either.

It is 24 after all.
 
I love how they always identify the bad guys early on so you spend the whole show hoping they die or get caught.
