Except for the short season I think Connecticut is a great place to learn golf. I've been able to find places to practice all aspects of the game at low cost.
Check courses in your town and neighboring towns to see if they have deals for residents.
I've been able to learn quickly by grinding through challenging lies on the course this year. Now I'm not phased by tricky lies.
