just off the fringe in the rough and to a close pin with a poor lie

As an amateur, the flop with zero or little green to work with makes me uncomfortable unless it was on an uphill lie. My preferred shot would be to belly my 56* and use a putter stroke. Works well for me, different strokes for different folks.

A putter stroke may be fine when the rough is thin or when the lie is good, or when on the short grass apron or fringe, but thicker rough with ball down in the grass? the putter stroke is almost impossible. There is just far too much grass in the way.
 
The thing is there is no one way to play this shot. Getting it close in the goal and some shots will work better than others.
 
Depending on the type of putter in your bag, I would play it off the front of the putter.
