What is this four lane mess?

Florida has 3 lanes:
1. Left lane, for slow drivers
2. Middle lane, for irate drivers getting around people in both the left and right lane
3. Right lane, OH **** MY TURN IS RIGHT HERE, and people doing 15 under
 
Lane 2, lane 1 to pass as necessary.
 
Lane 3 and getting that sweet 50mpg

Lane 1 if I need to hurry and go 80+
