Because ant hills may pose a variety of challenges for a golfer, they are covered in the Rules of Golf in Rule 16, which addresses abnormal course conditions. The Rule specifically allows for relief from dangerous animal conditions (16.2) such as fire ants. A regular ant hill is not considered an abnormal ground condition. Now a local rule might allow movement.
