If you think she's serious, go with film, and a book on the basics of composition and exposure. It may cost you a bit in processing costs, but the camera (and kit lens) will save you a ton over a modern DSLR.

There's nothing like trusting your eye, and being excited to see what you've shot. If she gets the hang of the fundamentals, digital then becomes a whole lot more than point and shoot.

and quality oly lenses can be had pretty cheap as well.
